Summary

Reporting directly to the Chief of Compliance and Performance Management Officer, this position will serve under the Chief of Compliance and Performance Management, this management position will oversee agency performance metrics, annual plan, ACOP, Admin Plan, policy and procedures. This is analytical and project management work overseeing the development, establishment, and enforcement of quality assurance standards, policy and procedural analysis, development, and enforcement. Incumbent performs the most complex work in managing policy and programmatic performance and quality control activities including: directing research and development in support of Public Housing and Housing Choice Voucher Program regulations and initiatives, proposed projects, and systems requirements; developing and establishing quality assurance standards; Key Performance Indicators; and measures for programs or services. Work is performed under the general administrative direction of a management official, while exercising a high degree of independence and is reviewed through conference, reports, and the effectiveness with which departmental objectives are met.

Essential Functions

Performs complex senior level assignments in programmatic areas.May lead a group of subordinate personnel engaged in collecting and analyzing socio-economic and other pertinent data relative to local, state, or federal community development related programs.Assist in the preparation of budgets for the assigned program.Prepares applications for housing progress and other related activity.Coordinates/prepares special project reports as required by grant agencies or other federal agencies.Participates in the review of regulations and rules to ensure local, state and/or federal programs are being operated in compliance and recommends changes as appropriate.Serves as liaison between the assigned division/department and other agencies.Represents the department/division at meetings.May be required to use automated equipment in conjunction with assigned duties and responsibilities.Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.Develops and establishes quality assurance measures and standards for use in the organization, such as benchmarking and metric criteria policies, metric measurement procedures, and documents associated with maintaining a service or product to a given set of requirements.

Education and Experience

Master’s degree in public administration, Social Work, Social Services, Organization/Industrial Psychology, or related field, plus; two (2) years of responsible community development supervisory work or an equivalent combination of education, experience, and training.

Required Knowledges, Skills, and Abilities

Considerable knowledge of information sources and research methods particularly in the fields of physical, social, and/or economic community development, as well as human group behavior.

Considerable knowledge of administrative interrelationships particular to those federal, state and local agencies which are currently funding or controlling the funding of community development programs.

Ability to work effectively with the disadvantaged or their group representatives as well as representatives of social service agencies operating related programs.

Ability to provide liaison and coordinative services between those federal, state, and local agencies.

Ability to collect and summarize, analyze and interpret a variety of socio economic and related statistical data.

Ability to describe observations, state arguments, and propose recommendations clearly, accurately, and concisely, both orally and in writing.

Ability to prepare reports requested by management.

Knowledge of and ability to interpret HUD regulations regarding Public Housing, Housing Choice Voucher Program, Fair Housing, Language Access, Informal Hearings, ROSS Program, FSS Program, NSPIRE, PHAS, SEMAP, HQS, etc.

Ability to manage programmatic compliance oversight and provide advisory services to Housing Authority divisions/organizations.

Ability to work with Housing Authority managers in writing policy and procedures for respective division programs and organizational structure.

Physical Demands/Work Environment

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. Ability to demonstrate excellence in customer service.

This position qualifies for a $5,000 new hire payment, delivered in two installments. Remote work is available per NRHA's flexible work arrangements policy.
